never preordered anything on kindle course only had her a month and a half.  If you preorder is your cc charged then or on the date it delivered. just curious?

I've pre-ordered books and they were billed when they were available. Pre-ordered books have an available date listed and are sent to your Kindle on that day. If you're talking about pre-order of the Kindle it-self, they will bill your credit card when it ships.
