I have a book I'm reading on both my PC Kindle app and on my iPad Kindle app. Is there a way to "highlight" and add a note and have them synced to both platforms?

If it's a Kindle book (bought from Amazon), they should sync automatically. Make sure syncing is turned on (in "Manage Your Kindle" on Amazon's website) and that they are both connected to the internet.

If it's not a Kindle book, I think you might be able to do so with Calibre, DRM permitting... but I'm not that familiar with the software, maybe someone else can help with that.

I have "Whispersync Device Synchronization" on but doesn't sync PC & iPad.

That did it. I had to refresh on the Kindle home page. That saved me a lot of time since I worked on my computer with notes and highlights and did not want to duplicate everything by hand.
