It's 7.99.
Don't know what type of kindle contract you have that says 7.99 is the lowest (other than the one you made with yourself), but 99 cents is the lowest allowed in the Kindle store.
If you truly want it lower than 99 cents, list it in the mobipocket.com store - there you can set the price at a penny and check off a box so that it shows up in the Kindle store at the same price.

I fixed the subject. I didn't create this thread, it was moved and retitled by a moderator, but thank you for bringing it to my attention. When I changed the price to 99 cents, kindle kept the price at 7.99 So I offered a refund using an Amazon.com gift card for the first 3 customer reviews. This offer still stands.
