With the K3, users will have now options to download their content without the need to rely on the 3G networks.

Does this mean that kindle owners will be able to avoid whispernet charges or will owners of Kindle 3 (WiFi only) be charged for Whispernet even though they are not be able to use the Whispernet?

There is no charge for the 3G. The difference is that if you buy just the wifi, you have to be able to use wireless networks. It will work like the iPod touch does. If you are wireless in your home, you probably won't have a problem unless traveling. There are a lot of places with free wifi.

I read in the User's Manual that if you download books or periodicals via Wifi you can avoid those charges.

WN charges are built in for books. . .the only extra charges are for sending personal documents directly to the Kindle.  And if you can do it via WiFi, as Varin says, those charges won't apply.

Overseas. . . .book prices are still going to be (usually) higher due to additional fees etc. in the various countries. . . .

It appears to be set up so that when WN is ON it will use WiFi if there is a network available and otherwise use 3G.  That's actually good as it will minimize load on the 3G network. . . .and it's frequently faster. . . . .

Yes, Australian books are always $2 dearer than the same book in the US store and we dont pay taxes on ebooks.  And this is charged even if you download to PC and not use the whispernet feature.

I'm npt sure how the Whispernet charges work. I thought downloading was free.
Are the charges if you want to use the browser for other stuff? Where do I get that information?

All normal WN downloading is free in the USA. You only get charged $0.15/MB for documents you send to Amazon for conversion & Downloading, you can avoid those charges by using the FREE conversion service. with the new K3, by using the WiFi capabilities, you can also avoid the $0.15/MB fee.

there are no charges in the US for downloading, only if you send yourself documents via email
