Welcome, Courtney.

If you're talking about kindle content -- books or kindle games via the Kindle store -- the answer is, probably. . .but you do have to have something registered as a payment method. Either a prepaid card as VA suggests or Amazon gift cards credited to the account.

For apps for the Fire -- via the Appstore -- just having a GC balance will not be sufficient -- you must have some other external form of payment since Apps can contain 'in app' purchasing. Any Visa or MC logo'd payment card should work whether debit or credit.
