You may need to visit a wifi hotspot one time because I don't believe the registration process can be completed via 3G. My understanding is that the Kindle needs to "phone home" via wifi to set things up. You can visit a McDonald's, Starbucks, or other free AT&T wifi hotspot to do that.
I purchased my Kindle touch with 3g at Target. I set it up in the parking lot with the 3g. No wifi available. I registered it to my account, got my archives and dowloaded books. I was done in about 3 minutes. You don't need wifi to do it if you have access to 3g. That's interesting. I never knew about this, probably because all of my Kindles also came pre-registered. I kept wondering why people were saying that you needed an initial WiFi connection even with the 3G Kindles! You've explained this very well, so now it makes sense to me.
It isn't accurate, I set mine up in the parking lot of Target with no wifi and no problem. It wasn't preregistered. I had no difficulty. Now, if he the OP didn't have a 3G and wifi kindle it makes sense it would need wifi. But 3g Touches set up without the wifi working.

I found a router in my box of gizmos. I had apparently purchased it a few years ago and forgotten about it. I'll set it up in the morning and see if that gets me anywhere.
Thanks to all of you for your helpful suggestions and moral support. I'll whip this thing yet!
Let us know! And, just so everyone knows, you can find out the return window for any purchase by going to "Your Account," "Your Orders," find the item (you may have to choose a different view from the drop down menu on the right), click on "Return Items" on the right side of the item listing (it won't actually initiate the return). It will tell you how long you have to return the item. The Fire that I pre-ordered in September and received mid November has a Jan 31 return date, as others have said. Betsy

This is not actually true. What is needed is that the Kindle connects wirelessly at least once in order for some features to become functional. . . .collections, for example, won't work until you've connected wirelessly. You can't even make new ones. But it can be either via WiFi or 3G. eta: oops! Sorry. Broke my own rule and hadn't read through the rest of the thread. . .or, rather, I thought I had, but I forgot to go to the next page. Anyway, I see others have already pointed it out.

OK, I'm curious. Both my parents were from small farming communities in northeast Iowa -- Tripoli and Luana. Are you in that general area?
No. I'm in the southeast part of the state -- West Branch (home of the Herbert Hoover Presidential Library and Museum).

Welcome to KindleBoards from another Iowan! I'm farther southeast in Ottumwa. At least I-80 runs through West Branch, you should have excellent 3G coverage if your Kindle has 3G. If wi-fi is what is needed, getting your own router set up should do the trick. Any luck yet? I am in no-man's land for 3G coverage and was never able to download directly to my 1st generation Kindle from home and had to travel 10 miles into town to get a signal and let it connect occasionally with Amazon. When I got the wi-fi only Kindle Keyboard in Jan 2010, connecting it to our home wi-fi was a breeze and now I can get almost instantaneous downloads. Maybe you need to consider a model other than the Touch? Good luck getting your problem solved.

Just jumping in to echo the sentiment that I hope you don't give up before finding one that works for you. When the K2 (or was it K3) came out, some people went through as many as 6 before they got one that worked correctly.
And yes, I have set up all of my Kindles (except the K4) over the 3G NOT the Wifi.

I did not love the Touch. Can you swap it out for the $79 one? They could probably even give you store credit for the difference.

If you read the start of this thread,l you will see that the original poster doesn't have wifi, so he needs 3G access. The baby doesn't come with a 3G option.

True, but if he got the router he found up & running, he might have wifi now.

If you purchased it in November or December you have until Jan 31 to return it. They'll probably charge a small amount for return postage and then you can order the other one. Or, go ahead and order the other one now and compare them side by side and then return the one you don't want.

There was a reason the router was in my gizmo box -- it was defective. Right now I have successfully downloaded one book and am currently studying all of the information that Kindle CS sent me to make sure I'm doing it right. First, I have to fire up the snowblower and clear the walks and driveway, though.
